Proposal for Establishing the Centre of Excellence in Cyber Security
Jawaharlal Nehru Technological University Kakinada (JNTUK), as a leading technical university in Andhra Pradesh, has proposed to establish a Centre of Excellence (CoE) in Cyber Security to serve as a hub for advanced research, capacity building, skill development, and public awareness — addressing contemporary cyber security challenges through research, training, and outreach activities aligned with national priorities.
Introduction
Cyber security has emerged as a critical national priority driven by rapid digital transformation across governance, education, industry, and citizen services. Growing dependence on digital platforms, cloud services, IoT systems, and artificial intelligence has significantly widened the threat landscape, leaving institutions, critical infrastructure, and individuals increasingly exposed to cyber risk.
Background & Rationale
India is witnessing a sharp rise in cyber incidents affecting government systems, financial institutions, healthcare, education, and citizens. Emerging threats such as ransomware, phishing, data breaches, AI-driven attacks, and cyber fraud have highlighted the need for specialized institutions that combine research, training, and awareness.
There is currently a gap between academic research and the practical cyber security needs of government departments, law enforcement agencies, and the general public. Establishing a CoE at JNTUK will help bridge this gap by creating a dedicated ecosystem that supports applied research, skill development, and outreach — complementing national initiatives such as Digital India, Cyber Surakshit Bharat, and the National Cyber Security Strategy.
Objectives of the Proposed CoE
- To promote advanced research and innovation in cyber security, digital forensics, and AI-based threat detection.
- To build skilled cyber security professionals among students, faculty, and researchers.
- To conduct training and capacity-building programs for government officials, police personnel, and other stakeholders.
- To create cyber security awareness among the general public on safe digital practices.
- To act as a knowledge and advisory hub for cyber security-related issues at the state and regional levels.
- To encourage industry–academia–government collaboration in cyber security research and solutions.
Proposed Activities
- Establishment of cyber security laboratories for malware analysis, network security, cloud security, and digital forensics.
- Research and development in AI-driven cyber threat detection, incident response automation, blockchain for security, and privacy-preserving systems.
- Training programs, workshops, and certification courses for students, faculty, government officials, and police personnel.
- Cyber drills, simulations, and hands-on exercises to enhance practical skills.
- Awareness programs, seminars, and outreach activities for schools, colleges, and the general public on cyber hygiene and online safety.
- Development of policy briefs, technical reports, and best practice guidelines in cyber security.

- Continuous upskilling of faculty and staff to keep pace with evolving cyber threats.
Functionalities of the Centre
- Organise teaching and training courses, conferences, seminars, and lectures on subjects of theoretical or practical relevance to the Centre's objectives.
- Provide consultancy services under its auspices — free of cost or at nominal cost to the government or police, in matters of national interest.
- Suggest methods for the prevention of computer crimes to the government, police, and concerned authorities and organisations.
- Impart training regarding the prevention of computer crimes.
- Develop, plan, and promote the study and dissemination of knowledge, and conduct training and research in Cyber Technology and information systems — with particular reference to computer crimes and security — for the benefit of the public at large.
- Undertake research in all aspects of computer crimes and frauds, subject to existing laws.
- Publish journals, reports, pamphlets, books, booklets, and research papers in furtherance of the Centre's objectives.
